
On June 14th, 2011 Rodman Properties acquired Oswego Village, its second Project Based Section 8 community. Oswego was purchased from AIMCO, one of the largest affordable and conventional apartment owners in the country and the same company Rodman purchased Creekview Apartments from several years earlier. The 67 unit townhouse community is located in Rodman’s central Pennsylvania “sweet spot”, in the small town of Columbia, PA on the banks of the Susquehanna River
Built in the early 1980’s, Oswego’s design and building layout gives the property a very quaint and neighborhood-like characteristic. The stucco buildings with private entrances and A-frame roofs provide very spacious floor plans that attract many of the regions families. In fact, Oswego is the only community that Rodman has purchased that has 4 bedroom units. This is not atypical for communities that the Department of Housing and Urban Development (HUD) considers “Family” properties. Oswego falls into this category and Rodman Properties discovered that the residents of this community are a big family indeed. Oswego is the only community in the Rodman Portfolio that provides social services of all kinds to the lower income families that reside there. The property manager, Betty Good, who transitioned to RP Management during the sale, was in charge of spearheading these social programs. Children of all ages come to Oswego’s spacious community room regularly to participate in many character building and socialization activities. In many cases, parents who don’t speak any English come to seek help in preparing their families for day-to-day activities they often struggle with due to language and cultural barriers. This truly makes Oswego a special place.
Project based Section 8 communities are funded out of the U.S Federal Budget to provide comfortable and safe housing for under privileged, lower income communities. A large portion and often the majority of the residents’ rent is paid by the government. The balance which the residents are responsible for depends on each person’s income level. The property is so desirable due to its cleanliness, warm and helpful staff and great floor plans, that it boast a multi-year waiting list.

Fourth & Plum Lofts was acquired by RP Management, Inc. in 2007. The three buildings of 4th and Plum Lofts were originally the Cincinnati-Gas Light & Coke Buildings, built in 1879 and 1902, and the Gibson Art Building built in 1923. The property’s unique architectural features have qualified it for inclusion on the National Register of Historic Places.
